Job Summary: The SIRA Director will oversee the daily operations of the Shreveport Implementation and Redevelopment Authority. This role involves coordinating redevelopment projects, acquisition of adjudicated properties, managing administrative functions, and serving as a liaison between the Authority, government agencies, community organizations, and the public.

Key Responsibilities:

  • Project Coordination:
    o    Manage and oversee redevelopment projects from inception to completion, ensuring alignment with SIRA's mission and objectives.
    o    Collaborate with developers, contractors, and stakeholders to facilitate project planning and execution.
    o    Monitor project timelines, budgets, and compliance with relevant regulations.
    o    Adjudicated land/property acquisition of public and/or private assets.
  • Administrative Management:
    o    Maintain accurate reports of meetings, projects, and financial transactions.
    o    Prepare reports and presentations for the Board of Commissioners and other stakeholders.
    o    Understand local, state, and federal regulations pertinent to redevelopment activities.
  • Community Engagement:
    o    Serve as the primary point of contact for community inquiries related to redevelopment efforts.
    o    Organize and participate in public meetings to gather input and provide updates on projects.
    o    Develop and maintain relationships with community organizations, residents, and business owners.
  • Funding and Resource Management:
    o    Identify and pursue funding opportunities, including grants and partnerships, to support redevelopment initiatives.
    o    Oversee budgets and allocate resources effectively to ensure financial sustainability.
  • Strategic Planning:
    o    Assist in the development and implementation of strategic plans to address blight and promote economic development.
    o    Evaluate program effectiveness and recommend improvements to enhance outcomes.


Qualifications:

  • Preferable: a degree in Urban Planning, Real Estate, Project Management, or experience in a related field.
  • Understanding of urban planning principles, economic development, and community engagement strategies.
  • Proficiency in Microsoft Office Suite.
  • Ability to work independently and collaboratively with diverse stakeholders.
  • Knowledge of local, state, and federal regulations related to redevelopment and urban planning. 

Preferred Qualifications:

  • Experience working with redevelopment authorities or similar agencies.
  • Understanding of Adjudication processes.
  • Familiarity with the Shreveport-Caddo 2030 Master Plan and the Unified Development Code.

Physical Requirements:

  • Limited lifting requires – primarily office supplies.

Work Environment:

  • Estimated 75% will be in office, sitting at a desk, working on a computer and/or answering phone call.
  • Approximately 25% will be touring properties with or without Real Estate assistant.
  • Driving to and from properties will be required. 

Supervisory Requirements:

  • Role could expand to management of a support team.
